This charger plate is marked at the base. Despite its age, this plate is in excellent condition, with no damages or chips. It is, however, crackled all over, particularly visible at the base, this is normal for these kind of pieces.
Arhats, also known as rakan in Japanese, are Buddhist saints who have achieved enlightenment but have chosen to remain on earth to help others attain it as well. They are often depicted in Japanese porcelain, particularly in the Kutani style, as they are an important part of Buddhist iconography.
